Arif Patel, a former Preston businessman, was jailed for a £33.4 million fraud in the UK, but remains in Dubai while Britain tries and fails to extradite him. Patel was convicted at Chester Crown Court in April 2023 and sentenced to 20 years. He left the UK in July 2011 after receiving permission from a judge at Bolton Crown Court to travel while on bail, then did not return. The fraud case centred on fraudulent VAT repayment claims and a wider criminal operation that prosecutors said included money laundering and counterfeit clothing. According to the Crown Prosecution Service, the organisation obtained about £33.4 million through fraudulent VAT repayment claims, while HMRC reported the group had attempted to obtain £97 million. The scheme relied on false records showing commercial activity. Companies in Patel’s network generated paperwork designed to make it look as though exports of textiles and mobile phones had taken place, and used those records to claim VAT repayments. Prosecutors described a carousel fraud pattern, where linked transactions are manipulated to obtain tax refunds that are not legitimately due. The case also involved counterfeit designer clothing, with prosecutors valuing it at more than £19.19 million. HMRC estimated the goods would have been worth at least £50 million if they were genuine. The court proceedings ended with Patel’s conviction in absentia, a process English law allows in limited circumstances with safeguards. When the UK sought to surrender him from the UAE, the extradition framework under the UK–UAE treaty required treaty-compliant conditions, including assurances about a right to a retrial or an appeal amounting to a retrial. A BBC investigation published on October 24, 2026, reported that efforts to extradite Patel from the UAE had failed. The account also says he continued living in Dubai and had not served any of the 20-year custodial term. Alongside the extradition battle, the case includes financial enforcement issues, including a confiscation order exceeding £90.5 million. Patel is convicted and sentenced in the UK, but as of the latest reporting he remains at liberty in Dubai and has not been extradited to begin serving his term.
