Canada extradition fight after Manitoba dean taught at Germany university
Jonathan Black-Branch faces fraud extradition after an April arrest near Paris.
Jonathan Black-Branch, a disgraced former Manitoba law dean accused of fraud, is fighting extradition to Canada after his arrest in France. French authorities say an international warrant was issued over three counts of fraud.
Black-Branch worked as a lecturer at IU International University of Applied Sciences, Germany’s largest university by student count, from late 2021 until mid-2025, a school spokesperson said. He was arrested in Neuilly-sur-Seine on April 21, and the warrant covers alleged frauds over $5,000.
The University of Manitoba accused Black-Branch of misspending hundreds of thousands of dollars during his time as law faculty dean from 2016 to 2020, including expensive meals, travel and personal education at Ivy League schools. In 2025, the university said he was ordered to pay about $680,000 after he did not defend himself in court.
Documents linked to IU International list Black-Branch as involved in multiple courses, including remote programs and in-person classes taught out of its Cologne campus. The course materials also show he appeared as an alumnus of several elite universities, including Oxford, Brown, Harvard and Yale, without mentioning his University of Manitoba role.
After the France arrest, the case moved through French courts. France’s justice ministry said Black-Branch appeared at a court of appeal in Versailles and opposed extradition. The court reserved its decision to November 6. He was disbarred in Manitoba in early 2024, and the UK Bar followed suit last year.
Black-Branch is currently in the extradition process in France, with a decision due on Nov. 6.
