Economic police officers at the Burgas regional directorate of Bulgaria’s Interior Ministry have opened a pre-trial investigation into a public procurement linked to the construction of a care home for people with disabilities in Sungurlare. Investigators say municipal officials in Sungurlare accepted and certified that construction and installation works under the tender were completed in the required volume and quantity set out in the technical specifications. But there are data that the reported and fully paid construction works were not actually carried out, a suspected offence under Article 219 of the Criminal Code. The public procurement titled “Construction and equipment of new social and integrated health-social services” was awarded by the Municipality of Sungurlare in September 2025 to a private limited liability company. The contract value is 3,456,736.24 leva without VAT. According to the investigation, the works began and by the end of July the project was reported as completed on paper. Full payment followed. However, construction and installation works were said to still be continuing, and investigators found 21 workers on site. All procurement documentation has been seized in the case, and work continues. BTA also recalled that the mayor of Sungurlare, Dimitar Gavazov, was detained on 20 October during a special operation by the General Directorate for Combating Organised Crime and DANS. The prosecutor’s office in Burgas said he is an accused person in a case for criminal conspiracy, alongside the mayor of Belitsa, and that an official from DPS in Burgas is also accused. On 22 October, an Okrazhen court in Burgas kept both mayors in custody under the most severe measure.
