Expired driving licence can cost up to 1,730 lei and trigger document seizure
Police can issue a 15-day replacement document, but driving without it remains fined.
Drivers caught with an expired driving licence can face fines up to 1,730 lei and having their document retained by Police.
Under OUG nr. 195/2002 on road circulation, driving with a licence whose administrative validity has expired is sanctioned with a class III fine, meaning 6 to 8 point-amends.
With a point-amend set at 216.25 lei, the fines range from 1,297.50 lei to 1,730 lei. The sanction can be applied regardless of how long ago the licence expired.
Police retain the expired licence and issue a replacement document that allows continued driving for 15 days. During that period, the driver may continue only within the limits of the proof granted by the traffic police.
The 15 days do not automatically apply to everyone with an expired licence. The temporary right to drive exists only if the replacement document is issued and only for its 15-day validity.
After the replacement document expires, the driver can no longer drive based on it. The retention for expiry must not be confused with licence suspension applied for other road offences.
To obtain a new driving licence, holders must undergo a medical evaluation. The licence can be exchanged either before or after its validity ends, through public services for driving licences and vehicle registrations, with appointments available via official Ministry of Internal Affairs platforms.
If the licence was retained by traffic police due to expiry, applicants must mention that when submitting documents.
