Ukraine police clarify who can stop cars and deliver people to TCK
Police handle detention and delivery, while TCK staff verify military documents.
Ukraine police have clarified who is allowed to stop vehicles, check military documents, and detain men during mobilisation measures.
Officers may verify documents for men aged 18 to 60 during checks, while military registration papers are reviewed by authorized TCK representatives. The police also handle detention after a violation of military registration or mobilisation law.
A detailed interaction algorithm for police and territorial centre recruitment and social support units (TCK) was shared with regional and district departments in Odesa region. A National Police spokesperson, Yuliia Hirdvilis, said the procedure does not introduce fundamentally new rules, but specifies Cabinet of Ministers Resolution No. 560.
Under the described order, the arrest of a person accused of breaking rules on military registration or mobilisation is carried out by police. TCK representatives may accompany the man, but the delivery to the territorial centre belongs to police officers.
Police also prepare the paperwork for an administrative detention, which includes a protocol. Lawyer Andrii Mezhyr ytskyi said administrative detention is governed by the Code of Ukraine on Administrative Offences, and the protocol allows the detainee to check the grounds and challenge police actions.
He added that, as a general rule, administrative detention should not last longer than three hours. The police are also the ones who can stop the car and detain the person, after which TCK staff may introduce themselves and verify the military documents.
The article also points to requirements around transport. Lawyer Kateryna Anishchenko said a Commander-in-Chief order, No. 423 dated 6 October 2026, raises the issue that such transfers should not be done using civilian cars, and that vehicles used for delivery should be properly marked.
